Permits and fill rules for a pool

Each city sets its own rules, so your local permit office has the final word. Salt Lake City's demolition code is written for structures broadly, not pools specifically, but it still gives a good sense of what to expect. For structures in general, it requires taking out everything, foundation and footings included, and then backfilling and compacting the hole to its original grade unless a redevelopment permit allows otherwise.

The application there also has to state if fill will be needed to level the site, and about how much. Millcreek's permit checklist requires backfill whenever a foundation or basement comes out.

When the crew visits, you can ask them what your city requires.

Calling 811 before any digging

Before any excavation, Utah law says you must give at least 48 hours' notice, and Blue Stakes measures that time in business days, beginning at 8:00 a.m. the next business day after you call. Since weekends and holidays don't count toward that window, Blue Stakes suggests calling three business days ahead.

That notice stays good for 21 days. Digging that runs longer needs a fresh notice.

Getting rid of the water

According to Utah's Division of Water Quality, the sanitary sewer is the preferred place for treated pool water, once your local wastewater treatment plant gives permission.

Once the water is dechlorinated, with the chlorine taken out, it can go into the storm drain only if the city or town that runs the drain says it's OK.

Who is allowed to do the work?

Utah's contractor licensing law requires a state license for larger building jobs, and some jobs under $7,000, counting labor and materials, can be exempt, though it isn't clear that pool removal counts. Owners doing upkeep on their own property are also exempt. Ask the crew about their license when they visit.
